5th Congressional District Special Election Explained

Early voting for the special election runoff to fill the remaining term of late Congressman John Lewis started Nov. 9 and will end Nov. 25.

Kwanza Hall, a former Atlanta city councilman, and Robert Franklin, former president of Morehouse College, are in the runoff in Georgia’s 5th Congressional District special election after receiving the most votes among seven candidates. The winner will serve in the seat for one month to fill the remainder of Lewis’s term through Jan. 3, 2021. Lewis, who died July 17, held the seat as a Democrat for more than 30 years.

The only designated DeKalb early voting location for the special election is the DeKalb Voter Registration and Elections office located at 4380 Memorial Drive in Decatur. Early voting is available Monday through Friday from 8 a.m. and 5 p.m., and Saturday, Nov. 21 from 9 a.m. to 4 p.m.

DeKalb voters residing in the 5th Congressional District may cast their ballots in person, by mail or by drop boxes in and around the district during the designated early voting period. The runoff election is Dec. 1.

“We understand that this special election may cause some confusion for voters who may have recently cast ballots just days ago,” said DeKalb County Elections Director Erica Hamilton. “This special election is only for voters residing in Georgia’s 5th Congressional District and will ultimately decide the immediate person to serve the remainder of the late Congressman John Lewis’ term.”

In the Nov. 3 General Election, Ga. Sen. Nikema Williams, D-Atlanta, won the race for the full two-year term for Georgia’s 5th Congressional District against Republican Angela Stanton King. Williams will begin the term Jan. 4.
